REFER’s mission includes preparing and updating the regulations and technical instructions that govern railway operations, submitted for ratification to the Instituto de Mobilidade e Transportes Terrestres (IMTT), the National Regulator.

REFER publishes and promotes the distribution of regulation for railway operators and other entities related to railway activities.
