REFER’s main object is to provide the public service of managing the national railway network infrastructure, conducting its activities in accordance with the principles of modernisation and efficiency, so as to ensure a regular and uninterrupted public service and to provide the market with a safe, competitive and eco-friendly transport infrastructure.

REFER’s activities include:

• constructing, installing and renewing the railway infrastructure;
   
• managing the network capacity;
   
• traffic command and control functions with regard to circulation; 
   
• preserving and maintaining the infrastructure.
